INTERIM APPROVAL FOR INSERVICE INSPECTION RELIEF REQUESTS FOR WASHINGTON PUBLIC POWER SUPPLY SYSTEM NUCLEAR PROJECT NO.

2 (WNP-2)(TAC NO. M90848)

Dear Mr. Parrish:

We have evaluated several of the relief requests you provided as part of your inservice inspection (ISI) program plan for the second ten-year interval-submitted in your letter dated December 27, 1994.

The relief requests that we evaluated were identified by your staff as those necessary to support plant'estart from the R-10 outage.

Since we have not completed a comprehensive review of the program plan or the associated relief requests',

we are only approving these reliefs on an interim basis.

Based on the information submitted, your request for relief 2ISI-05 is approved on an interim basis pursuant to 10 CFR 50.55a(g)(6)(i),

based on the impracticality of the applicable code requirement when applied to WNP-2, with due consideration of the burden upon the licensee, and will not endanger life or property or the common defense and security and is otherwise in the public interest.

Your requests for alternatives in relief requests 2ISI-06, 2ISI-07, and 2ISI-12 are approved on an interim basis pursuant to 10 CFR 50.55a(a)(3)(ii) because of th'e hardship to the utility without a compensating increase in the level of quality and safety.

Your request for alternatives in relief request 2ISI-14 is approved on an interim basis pursuant to 10 CFR 50.55a(a)(3)(i) as providing an acceptable level of quality and safety.

The enclosed safety evaluation provides the NRC staff basis for granting the reliefs on an interim basis.
