This refers

to the inspection

conducted

by Hr.

R.

C. Barr,

and the inspectors

identified in this report, of this office on January

22 through

March 4,

1995.

The inspection

included

a review of activities authorized for your Washington

Nuclear Project

2 facility.

At the conclusion of the inspection,

the findings

were discussed

with those

members of your staff identified in the enclosed

report.

Areas

examined during this inspection

are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examina-

tions of procedures

and representative

records,

interviews with personnel,

and

observations

by the inspectors.

It was notable during this inspection that the meeting of your expectations

for supervisor field oversight

by

a maintenance

supervisor

involved with

corrective maintenance

on

a condensate

resin trap prevented

a potentially

serious

event.

In addition, there

were examples of strong questioning

attitudes

in engineering.

These

included

a system engineer trending of the

performance of scram discharge

volume vent

and drain valves

and

an engineer

identifying an electrical

separation

deficiency.

No violations or deviations

are being issued with this report,

the issues

identified in this report indicate,

however, that self-checking,

second

verification, attention to detail,

and corrective action with respect

to plant

operations,

are not consistently functioning at

an acceptable

level.

Your

continued attention to these

areas

is encouraged.

A number of these

issues

will be discussed

in detail

in

NRC Special

Inspection

Report 50-397/95-07.

In accordance

with 10 CFR 2.790(a) of the NRC's "Rules of Practice,"

a copy of

this letter
