SUBJECT:

HEETING SUHMARY - TECHNICAL SPECIFICATION IHPROVEHENT PROGRAH On February 1,

1995, personnel from the Washington Public Power Supply System (the licensee) met with members of the NRC staff in Rockville, Haryland, to discuss the licensee's ongoing program for conversion to the new standard technical specifications (TS).

No handouts were used at the meeting.

The licensee requested the meeting to provide a status of their program to rewrite the WNP-2 TS to conform to the improved TS.

The licensee stated that the actual writing is underway, and that they expect to submit the new TS in September 1995.

They hope to implement the new TS about one year after submittal, subject to NRC approval.

The licensee expects to conform primarily to the BWR-6 standard, with some minor references to BWR-4.

The licensee stated that the only deviations they had currently identified were related to the station batteries.

In addition, the fuel mix used in the WNP-2 core may result in further differences with the BWR-6 standard TS.

The licensee described their use of an interdisciplinary team, including operations, engineering, technical

support, other support services, maintenance, and quality assurance personnel.

The team meets periodically with the Plant Hanager and his staff to ensure operations management's needs and expectations are identified and incorporated into the TS as they are developed.

The licensee stated that they felt this team was important to ensure interdepartmental communications on a highly significant change to the TS.

The licensee further stated that they expect to use a 24-month surveillance interval throughout the new TS.

The NRC staff suggested that the licensee clearly identify and justify any differences between the BWR-6 standard and the plant-specific TS, including any use of the BWR-4 standard.

The NRC also recommended that the licensee maintain the conversion package free from other TS changes related to changes in design, administration, or operation.

The latter changes should be submitted as separate TS.
