INSPECTION
REPORT 50-397/94-32
This refers to the inspection
conducted
by Hr.
R.
C. Barr and inspectors-
identified of this office on October
30 through
December
10,
1994.
The
inspection
included
a review of activities authorized for your Washington
Nuclear Project-2 facility.
At the conclusion of the inspection,
the findings
were discussed
with those
members of your staff identified in the enclosed
report.
Areas
examined during the inspection
are identified in the report.
Within
these
areas,
the inspection consisted
of selective
examinations of procedures
and representative
records,
interviews with personnel,
and observation of
activities in progress.
The results of this inspection
are documented
in the
enclosed
report.
We are encouraged
with the
improvements
the Supply System
has
achieved
in the
thoroughness
and effectiveness
of equality Assurance
audits
and recent
event
assessments.
We also note the progress
being 'made in control
room
professionalism
and urge your continued attention to each of these
important
areas.
One
non cited violation was identified involving improper manipulation of a
and this was in violation of 10 CFR Part 50, Appendix B.
This
violation is not being cited because
the criteria in paragraph
VII.B.1 of
Appendix
C to
10 CFR Part 2 of the NRC's "Rules of Practice"
were satisfied.
This violation indicated inattention to detail
by your operators.
This issue
was recognized
and corrected
by your staff.
In addition,
our inspectors
identified that
a senior licensed operator
had entered
the incorrect limiting
condition for operation
in
a status
log.
The error existed through three
shift turnovers prior to discovery
by the inspector.
Although this most
recent
issue
was not safety significant, your continued attention
towards
improving operator attention to detail
and implementation of the Technical
Specifications
is encouraged.
In accordance
with 10 CFR 2.790 of the
NRC's "Rules of Practice,"
a copy of
this letter and its enclosures will be placed
in the
NRC Public Document
Room.
