Enclosed is the Brookhaven National Laboratory Technical Letter Report describing the results of our assessment of post-fire safe shutdown issues at Washington Nuclear Plant Unit 2 (WNP-2) power plant operated by the Washington Public Power Supply System (WPPSS) As you are aware,

the initial objective of this assessment was to evaluate the effectiveness of corrective actions taken by WPPSS in response to,21 issues described in WNP-2 Interoffice Memorandum, dated 11/9/92, From:

"Appendix R Analysis (NE-02-85-19) Revisions". At the time of the inspection, however, it was noted that the majority of engineering analyses and corrective were still in an unverified, draft, status with much of the licensee's Appendix R reverification documentation undergoing frequent revisions during the conduct of the inspection. Therefore, due to the on-going and preliminary/draft nature of the licensee's reverification effort, an assessment of corrective action effectiveness was obviously not possible, and the scope of the inspection was modified to address probable causes for the identified deficiencies, issues surrounding the timeliness of corrective actions, and the apparent adequacy of licensee's proposed approach for resolving issues described in its November 1992 memorandum. At the exit meeting, the licensee indicated that it expects to complete its currently on-going evaluations and implement an acceptable resolution of ail safety significant issues prior to start-up from the current refueling outage.

H Based on the number of issues identified, their potential safety significance, and the licensee's apparent historical difficulty in resolving Appendix R issues (as discussed in Section 2 of the attached report), it is strongly recommended that a full-scope Appendix R compliance assessment be performed when all corrective actions have been completed and validated by the licensee.
