REVISIONS 12-14 TO THE WNP-2 EMERGENCY PLAN This letter acknowledges receipt of your December 29,
- 1993, March 21,
- 1994, and March 29, 1994 (letter dated 1993), letters which transmitted Revisions 12, 13, and 14 to the WNP-2 Emergency Plan, respectively.
Revision 12 included several administrative changes and a proposed change to reduce the.
minimum shift staffing in modes 4 and 5 by two positions (Control Room Supervisor and Shift Technical Advisor).
Revision 13, which retracted, the shift staffing change,'was distributed to clarify that the reduction in shift staffing had not been implemented prior to NRC approval.
Proposed Revision 14 was submitted to request prior approval of the reduction in shift staffing and to address several other, issues which were identified during the review of Revision 12, including the incorporation of new federal guidance on protective actions (EPA-400).
We have completed our review of Revisions 12-14 and have determined t,hat the revisions are acceptable and do not appear to decrease the effectiveness of your emergency planning at WNP-2.
The preliminary results of our review were discussed with Hr.
D. Larson and other members of your staff.
Our review indicated that Revision 12 did not adequately justify the reduction in shift staffing and did not incorporate EPA-400 guidance.
Moreover, Revision 12 contained numerous internal i'nconsistencies and editorial errors.
These issues were adequately resolved in Revision 14.
- However, our review of Revision 14 indicated that there was one unacceptable
- change, one incomplete
- change, and several editorial errors.-
Hr. Larson agreed to correct these issues prior to formal distribution of Revision 14.
The unacceptable change involved the deletion of radioactivity control symptomatic emergency action levels.
The incomplete change involved the incorporation of EPA-400 guidance.
Based on the actions planned by your staff, Revision 14 was considered acceptable.

Collectively, the issues raised during our review indicate a need to increase management's oversight of the emergency plan revision process.
Due to the quality of the tr ansmittals, it appears that Revisions 12 and 14 were not thoroughly reviewed prior to being submitted.
