RESPONSE

TO NRC BULLETIN 90-01 SUPPLEMENT 1

LOSS OF FILL-OIL IN TRANSMITTERS MANUFACTURED BY ROSEMOUNT WASHINGTON NUCLEAR POWER PLANT UNIT 2 Per the Requested Actions and Reporting Requirements delineated in Supplement 1 to NRC Bulletin 90-01, the following additional information is requested:

The licensee should inform the NRC (in writing) when the actions committed to have been completed.

2.

The licensee should provide the monitoring frequency committed to for the Rosemount transmitters discussed in response to Requested Action 1d.

It is not clear from the licensee's response to Requested Action le and 1f if the licensee's intent is to commit to indefinitely maintaining the Rosemount transmitters in the enhanced surveillance monitoring program.

The licensee stated in response to Requested Actions le and 1f that monitoring of the transmitters would continue under the enhanced surveillance program.

However, there was no mention of when this continued program would end or what would occur once the program was ended.

Requested Actions Ie and 1f ask that licensees maintain the ability to detect failures due to fill-oilloss.

This commitment is for an indefinite timeframe.

The licensee has the option of excluding the transmitters from the enhanced monitoring program, in which case they would need to utilize some means to detect failures due to fill oil loss'f the licensee's intent is not to commit to indefinitely maintaining the transmitters in the enhanced surveillance monitoring program (ESMP), then they need to provide discussion on how they will maintain the ability to detect failures due to fill-oilloss.

The licensee's response to Bulletin 90-01, Supplement 1 indicates that:

"After consultation with Rosemount, it was determined that two decimal places in our calibration was required to provide an accuracy range consistent with that needed for comparison with manufacturer drift criteria.

Our program utilizes two decimal place calibration data."

It is not clear that the above statement constitutes an acceptable enhanced monitoring program that can detect leakage in accordance with provisions of the Bulletin.

Additional discussion is needed describing the licensee's enhanced surveillance monitoring program.

The licensee should provide detailed information that would indicate how their ESMP follows Rosemount's recommendations.
