This letter refers to the routine
announced
inspection
conducted
by Hessrs.
H,
J.
Royack
and H. K. Payne of this office during the period of September
20-24,
1993, of activities authorized
by
NRC License
No. NPF-21,
and to the
discussion of their findings held with you and members of your staff on
September
24,
1993.
Areas
examined during this inspection
are described
in the enclosed
inspection
report.
Within these
areas,
the inspection consisted
of selective
examinations
of procedures
and representative
records,
interviews with
personnel,
and observations
by the inspectors.
The,results, of this inspection indicated that you have
implemented
comprehensive
check valve inservice testing
(IST) and check valve reliability
programs to test
and visually inspect
check valves required to perform
a
safety function.
We found that you have provided support for these efforts
through funding and management
involvement.
Hanagement
expectations
were
evidenced
in reviews of procedures
and programs.
However, there remains
areas
in procedures
and guidelines
where your expectations
for the implementation of
portions of the programs
were not clearly defined.
Your continued efforts to
provide
a clear definition of your management
expectations
is encouraged.
No violations or deviations of NRC requirements
were identified within the
scope of this inspection.
In accordance
with 10 CFR 2.790(a),
a copy of this letter and the enclosure
will be placed in the
NRC Public Document
Room.
