1.0 INTRODUCTION
By letter dated September 24,
- 1990, Washington Public Power Supply System submitted Topical Report MPPSS-FTS-129, "BMR Transient Analysis Model,"
describing and qualifying the RETRAN-02 based plant model for the WNP-2 plant as a best estimate, system analysis tool.
This report was supplemented with submittals dated July 15,
- 1991, March 5,
- 1992, and September 11, 1992.
This report was also supplemented by Topical Report WPPSS-FTS-131, "Applications Topical Report for BWR Design and Analysis," dated September 19, 1991, which describes the MPPSS uses of its core physics and transient analysis methods for licensing applications.
The review of MPPSS-FTS-131 is still ongoing.
2.0 EVALUATIO The staff performed its evaluation of the methodology reported in MPPSS-FTS-129 (Rev.
- 1) with the technical assistance of International Technical
- Services, Inc. (ITS).
The evaluation and findings are described in detail in the ITS technial evaluation report (TER) which is enclosed as part of this report.
As identified in the TER, certain items were not included in this review but are to be addressed and reviewed with the ongoing staff review of WPPSS-FTS-131 (the applications topical report).

I The staff finds that the licensee has qualified its WNP-2 RETRAN base model as presented in WPPSS topical report WPPSS-FTS-129 (Rev 1) with the supplemental submittals as acceptable for WNP-2, subject to the items and conditions contained in the enclosed TER and this SER.
The staff review and acceptance of the applications topical (WPPSS-FTS-131) must be completed prior to the licensee using the methods, inputs and applications of these two reports for licensing basis analyses for MNP-2.
