NOTICE OF ENFORCEMENT DISCRETION FOR WASHINGTON PUBLIC POWER SUPPLY SYSTEM REGARDING WNP-2 (TAC NO. H87832)

By letter dated October 2, 1993, you requested the U.S. Nuclear Regulatory Commission (NRC) to exercise its discretion not to enforce compliance with the required action in Technical Specification (TS) 3.3.2.

You informed the NRC on October 1,

1993, at approximately 9:00 a.m. that WNP-2 would not be in compliance with the Isolation System

Response

Time surveillance requirements of'TS Table 3.3.2-3.

This occurred because the response time testing you had performed did not include the actuation relays for specific primary and secondary containment isolation valves.

Without this enforcement discretion, the plant would be required to enter Action Statements 20 and 25 of Table 3.3.2-1 at 9:00 a.m.

You provided justification for continued operation based on observed failure modes of these

relays, the scope of testing currently performed, the results of that testing, and the limited added assurance provided by current response'time testing in evaluating the ability of these relays to perform their safety functions.

Based on our review of your justification, we have concluded that this course of action involves minimal or no safety impact, and we are clearly satisfied that this exercise of enforcement discretion is warranted from a public health and safety perspective.

Therefore, it is our intention to exercise discretion not to enforce compliance until we have completed action on your emergency TS request dated October 2, 1993.
