UNIT 2
INSPECTION
REPORT 50-397/93-25
This refers to
a routine announced
inspection
conducted
by Messrs.
D. Acker
and
M. Royack during the period of July 12-23, '1993,
and in-office inspection
by Mr. D. Corporandy of this office, of activities authorized
by NRC License
No. NPF-21,
and to the discussion of their findings held with Mr. L. Oxsen
and
other members of your staff on July 15,
1993
and July 22,
1993.
Areas examined during this inspection
are described
in the report.
Within
these
areas,
the inspection consisted of selective
examinations of procedures
and representative
records,
interviews with personnel,
and observations
by the
inspectors.
Based
on the results of the inspection,
certain of your activities appeared
to
be in violation of NRC requirements,
as specified in the enclosed
Notice of
Violation (Notice).
The violation cited failure of personnel
to verify that
newly installed safety related
components
were included in your preventive
maintenance
instructions,
due to procedural
deficiencies.
You are required to respond to this letter and should follow the instructions
specified in the enclosed
Notice when preparing your response.
In your
response,
you should document the specific action taken
and
any additional
actions you plan to assure that design
changes
are properly completed
and
affected
documents
properly updated.
After reviewing your response
to this
Notice, including your proposed corrective actions
and the results of future
inspections,
the
NRC will 'determine whether further
NRC enforcement
action is
necessary
to ensure
compliance with NRC regulatory requirements.
The responses
directed
by this letter and the enclosed
Notice are not subject
to the clearance
procedures
of the Office of Management
and Budget
as required
by the Paperwork Reduction Act of 1980,
Pub.
L. No.96-511.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of this letter and
the enclosure will be placed in the
NRC Public Document
Room.
