Areas examined during these

inspections

are described

in the enclosed

inspection report.

Mithin these

areas,

the inspections

consisted of selective

examinations of procedures

and representative

records,

interviews with

personnel,'nd

observations

by the inspectors.

Based

on the results, of the inspection at WNP-2, eleven

examples of apparent

violation were identified,

and are being considered for escalated

enforcement

.

in accordance

with the "General

Statement of Policy and Procedure for NRC

Enforcement Actions" (Enforcement Policy),

10 CFR Part 2, Appendix C.

These

instances

of apparent violation involved failures to follow procedures

regarding:

the use of a calibrated

instrument for testing,

evaluation of

substitute

components

procured for a safety-related

system,

control of locked

valves, radiation protection activities, fire protection impairments,

refueling procedure quality and adherence,

performance of as-found local leak

rate testing,

approval of operator overtime,

and failure to follow procedures

for implementing design

change

packages.

We note that three of these

items

were identified by your staff.

In view of the escalated

enforcement

being considered,

a Notice of Violation

is not presently

being issued for these

inspection findings.

In addition,

please

be advised that the number

and characterization

of the apparent

violations described

in the enclosed

inspection report

may change

as

a result

of further

NRC review.

Your performance

during the

RS refueling outage is discussed

in Paragraph

8 of

the enclosed report.

Although your performance

during this outage

improved

over previous outages,

we continue to be concerned with the number of

procedure

adherence

problems

and with the Supply System's

overall performance

in the area of Radiological Controls.

The inspection report also discusses

in

Paragraph

12 our review of Licensee

Event Report

(LER) No. 91-13, which

reported several significant problems identified by your surveillance

program

improvement initiative.

Although we find your corrective actions related to

these

issues to be appropriate,

we encourage

you to continue your pursuit of

this initiative to improve the quality and performance of your surveillance

procedures.

An enforcement

conference

to review the apparent violations will be scheduled

in the near future. 'he purposes of this conference will be to discuss

the

apparent violations, their causes

and safety significance; to provide you the

opportunity to point out any errors in our inspection reports;

to provide

an

opportunity for you to present your proposed corrective actions;

and to

discuss

any other information that will help us determine the appropriate

enforcement action in accordance

with the Enforcement Policy.

You will be

advised

by separate

correspondence

of the results of our deliberations

on this

matter.

No response

regarding these

apparent violations is required at this

time.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosure

will be placed in the

NRC Public Document
