APPLICATIONS FOR RENEWAL OF OPERATORS'ICENSES NRC review of the eight licensed operator requests for license

renewals, sent to Region V on July 8,
1993, has been completed.

License renewals have been issued for the eight operators.

We wish to remind you that submitting the subject request for renewal at least thirty days in advance in accordance with 10 CFR 55.55(b) ensures that the operator's licenses remain valid until the NRC renews them.

Submittal less than thirty days prior to license expiration will result in license termination unless the NRC can renew the license before its expiration.

While Region V was able to complete processing of the applications before the individual licenses

expired, there was a significant risk that the licenses could have expi red.

Had this occurred, the individuals would have to have been removed from watch and additional processing time would have been required to obtain waivers and issue new licenses.

Management awareness and appropriate invo1vement in issues such as this are essential to good performance.

Mr. Cantrell of your Training Department has told us that he is reviewing training procedures and responsibilities.

We encourage your staff to quickly establish clear authori ties, responsibilities, and management controls to avoid future problems.

We will gladly discuss any questions you have concerning this letter.
