This refers to the enforcement
confer ence held in the Region
V office on
June
29,
1993, during which we discussed
the March .31,
1993, plant event that
resulted
in your exceeding
Technical Specifications limits for drywell-to-
suppression
chamber
bypass
leakage,
and circumstances
associated
with the
falsification of fire tour logs.
Following the enforcement
conference,
you
also briefly discussed
the
1993 refueling outage.
The details of the
enforcement
conference
are described
in the enclosed
Meeting Report
No. 50-
397/93-27.
A copy of the enforcement
conference
Agenda is also enclosed.
The information presented
during the enforcement
conference will be evaluated
and enforcement
action related to these
issues will be the subject of separate
correspondence.
At the enforcement
conference,
you discussed
the Supply System's
position
regarding the
appar ent violations discussed
in Special
Inspection
Report
No. 50-397/93-20
and the corrective actions which have
been initiated to
address
these
issues.
The apparent violations discussed
in this conference
involved
a continuing need for improved procedure quality and for increased
management
oversight of quality activities to clearly communicate expectations
to those performing the activities.
In accordance
with 10 CFR 2.790(a) of the NRC's "Rules of Practice,"
a copy of
this letter and its enclosures will be placed in the
NRC Public Document
Room.
