This refers to the special
inspection
conducted
by Hr.
R.
C. Barr, Hr.
D. L.
Proulx,
and Hr. F.
R.
Huey of this office on April 2 through
Hay 17,
1993, of
activities authorized
by
NRC License
No. NPF-21 for your WNP-2 facility.
At
the conclusion of the inspection,
the findings were discussed
with those
members of your staff identified in the enclosed report.
This inspection
examined the Harch 31,
1993, plant event that resulted
in
exceeding
Technical Specifications limits for suppression
pool
bypass
leakage,
and circumstances
associated
with the falsification of fire tour logs,
as
reported in Licensee
Event Report
No. 92-023-01,
dated August 6,
1992.
Areas
examined during this inspection
are described
in the enclosed
inspection
report.
Within these
areas,
the inspection consisted of selective
examina-
tions of procedures
and representative
records,
interviews with personnel,
and
observations
by inspectors.
Based
on the results of this inspection,
two apparent violations were identi-
fied,
and are being considered for escalated
enforcement
in accordance
with
the "General
Statement
of Policy and Procedure for NRC Enforcement Actions"
These
apparent violations
involved (1) inadequate
corrective actions for a previous violation, resulting
in the performance of a test which exceeded
NRC requirements for suppression
pool
bypass
leakage
and
(2) falsification of fire tour logs maintained
by your
equipment operators.
In view of the escalated
enforcement
being considered,
a
Notice of Violation is not presently
being issued for these
inspection
findings.
In addition,
please
be advised that the number
and characterization
of the apparent violations described
in the enclosed
inspection report
may
change
as
a result of further
NRC review.
An enforcement
conference
to review the apparent violations has
been
scheduled
for 9:00 a.m.
on June
10,
1993, in the Region
V Office.
The purposes
of this
conference
are to discuss
the apparent violations, their causes
and safety
significance;
to provide you the opportunity to point out any errors in our
inspection report; to provide
an opportunity for you to present your proposed

and to discuss
any other information that will help us
determine
the appropriate
enforcement
action in accordance
with the

correspondence
of the
results of our deliberations
on this matter.
No response
regarding
these
apparent violations is required at this time.

NRC's "Rules of Practice,"
a copy of
this letter
