This letter refers to the routine inspection
conducted
by Nr. L.C. Carson II
and Nr. V. L. Beaston,
on April 5-9,
1993,
and subsequent
telephone
conversations
on April 13,
and April 16,
1993, of activities authorized for
your Washington
Nuclear Project
2 {WNP-2).
On April 9,
1993, at the
conclusion of the onsite portion of the inspection,
Nr. Carson discussed
the
findings with Nr. J.
Baker and other members of your staff identified in the
enclosed
report.
Areas
examined during this inspection
are described
in the enclosed report.
Within these
areas,
the inspection consisted of selective
examinations
of
procedures
and representative
records,
interviews with personnel,
and
observations
of activities in progress.
Based
on the results of this inspection,
certain of your activities appear to
be in violation of NRC requirements,
as described
in the enclosed
Notice of
Violation (Notice).
The violation involved
a worker's failure to adhere to
es

procedures
as required
by Technical Specification
6. 11. 1.
This
violation is, significant because strict adherence
to Radiation
Work Pe
mr its
(RWPs) is required
by your radiation protection program,
and this violation
indicates that your expectations
for procedural
adherence
were not met.
Although Section
2.201 provides for a written statement of explanation
to this
office within 30 days of your receipt of this Notice,
we note that this
violation had
been corrected
and those actions,
including your root cause
analysis,
were reviewed during this inspection.
Therefore,
no response
with
respect to this matter is required.
