This letter refers to the inspection
conducted
by Hr. A. Hcgueen
and other
NRC
Team Members
on February 22-March 2,
1993, of .activities authorized
by
NRC
License

and to the discussion of our findings with you and members
of your staff at the conclusion of the onsite inspection.
This further refers
to docum0ntation
provided
by your staff following the onsite
phase of the
inspection,
which is also addressed
in the attached
report.
Areas
examin'ed during this inspection
are described
in the enclosed
inspection
report.
Within these areas,'he
inspection consisted of selective
examinations of pi'ocedures
and representative
records,
interviews with
personnel,
and observations
by the inspectors.
No violations of NRC requirements
were identified within the
scope of this
inspection.
Two items were identified
as exercise
weaknesses
and pertain to
staffing of emergency
response facilities and administration of Potassium
Iodide (KI) to emergency
response
workers.
The exercise, weaknesses
are
described
in section
8 of the enclosed
report.
We also
had concerns
regarding
scenario
development
as indicated in section
4 of the report.
Several
areas
were noted for improvement
by the
NRC inspectors
and your exercise
players
and
controllers.
In accordance
with 10 CFR 2.,790(a),
a copy of this letter
and the enclosure
'ill be placed
in the
NRC Pub'lic Document
Room.
