By letter dated March 15,

1993, and General Electric Company's affidavit dated March 5,
1993, you forwarded a document entitled "GE Duralife 215 Control Rod Safety Evaluation, GE Report GENE-778-028-0790, Revision 2, dated July 1992."

General Electric Company stated that the information should be considered exempt from mandatory public disclosure because it contains design details that allow the nuclear lifetime to be determined.

The nuclear lifetime of the control rod is used by the customer for evaluation in competitive bids.

The'uclear lifetime is determined from the volume and distribution of absorber material.

The inner diameter dimensions of the absorber

tubes, as well as the number of absorber tubes and hafnium rods in the Duralife 215 control rod are used to determine the nuclear lifetime and hence considered proprietary to GE.

These dimensions are the result of an optimization of mechanical and nuclear requirements.

Further, this information, if used by a competitor, would reduce his expenditure of resources or improve his competitive position in the design, manufacture,

shipment, installation, assurance of quality, or licensing of a similar product.

We have reviewed your submittal and the material in accordance with the requirements of 10 CFR 2.790 and, on the basis of General Electric Company's statements, have determined that the submitted information sought to be withheld contains trade secrets or proprietary commercial information.

Therefore, we have determined that the document entitled "GE Duralife 215 Control Rod Safety Evaluation, GE Report GENE-778-028-0790, Revision 2, dated July 1992" marked as proprietary, will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of

1954, as amended.
