TEMPORARY RELIEF FROM TORNADO MISSILE DESIGN CRITERIA (TAC NO. H80868)
By letter dated February 9,
- 1993, you requested temporary relief from the WNP-2 tornado missile design criteria as it relates to protective soil cover requirements above the underground safety-related diesel oil storage tanks.
This relief was requested to facilitate installation of a new diesel fuel oil polishing system to be accomplished during the spring of 1993 refueling outage.
t You provided justification for the proposed relief on the basis of the low likelihood of tornado missile damage during the brief period from March 1, 1993, to August 1, 1993.
You also indicated that you have performed preliminary evaluations of certain missiles for postulated impacts above the safety-related diesel storage tanks and concluded that two feet of soil cover provides adequate protection for the tanks.
You stated that these preliminary evaluations will be formalized and verified before soil is removed.
Previously, by letter dated June 7,
1991 (Ref. 2), you requested approval of both a revision in tornado velocity, and a revision in the tornado missile spectrum.
You referenced this letter in support of your February 9,
- 1993, temporary relief request.
Additionally, you indicated that you had completed a review of the liter ature and performed an analysis indicating a very low probability of tornado occurrence and low tornado strength near the Hanford, Washington site.
The staff agrees that there is a sufficiently low probability of tornado damage during the time period required to complete the proposed modifications to the diesel fuel oil storage tanks (March 1 to August 1, 1993).
Your commitment to provide at least two feet of soil cover over the tanks, at all times, will provide protection for the most likely tornado missiles.
