- 1. 0 INTRODUCTION By letter dated November 25,
- 1992, Washington Public Power Supply System (the Supply System) submitted a request for changes to the Technical Specifications (TS) for Nuclear Project No. 2.
The proposed changes would modify Section 6
(Administrative Controls) of the Technical Specifications (TS) to: (I) modify the title of the Nuclear Safety Assurance Group (NSAG) to the Nuclear Safety Assurance Division (NSAD), and Director of Licensing and Assurance to Director of guality Assurance, (2) modify the titles of the members on the Plant Operations Committee (POC),
(3) delete the position of Assistant Plant Manager as Vice Chairman of the
- POC, and allow the Plant Manager to designate a Vice Chairman from the POC membership in the POC meeting minutes, and (4) add the Engineering Services Division Manager as a
POC member.
One title change involves splitting the current combined responsibilities for Chemistry/Radiation Protection into two different management positions responsible for their respective activities.
These changes would incorporate into the TS a planned reorganization of the plant management to make the various divisions of station operation more responsive to plant issues and events.
- 2. 0 EVALUATION a.
Hodif the title of the Nuclear Safet Assurance Grou The first change proposed by the Supply System would change the title of the Nuclear Safety Assurance Group (NSAG) to the Nuclear Safety Assurance Division (NSAD) in TS 6.2.3.
This proposed change only affects the title of the
- NSAG, and does not modify the responsibilities nor reporting relationship specified in Section 6.2.3 of the TS.
The staff finds that the safety responsibilities of the NSAG/NSAD are maintained, and the title change is acceptable.
b.
Modif the titles of the members of the POC The second change proposed by the Supply System would change the titles for several of the existing POC members in TS 6.5. 1.2.
The Chairman would remain designated as the Plant Manager.
The title of Operations Manager would be

changed to the Operations Division Manager, the Technical Manager changed to Technical Services Division Manager, the Maintenance Manager changed to Maintenance Division Manager, and the Health Physics/Chemistry Manager changed to Radiation Protection Manager.
The titles for Administrative Manager and Plant gA Manager would remain unchanged.
With the exception of the Health Physics/Chemistry
- Manager, these changes are administrative changes that are proposed as part of a plant reorganization.
The planned reorganization would delete the position of Assistant Plant Manager, and have the various plant organization managers report directly to the Plant Hanager.
The change of the Health Physics/Chemistry Manager to Radiation Protection Manager is part of a corporate-wide change to centralize control of Health Physics responsibilities.
The health physics aspects of POC are retained in the Radiation Protection Manager as a result of this change.
The chemistry responsibilities are embodied in the Operations Division Manager, since Plant Chemistry will report to the Operations Division Manager.
Since the technical areas of expertise remain within the POC membership, the staff finds the proposed changes of title, and the change of the Health Physics/Chemistry
- Manager, acceptable.

and allow the Plant Hanager to designate a Vice Chairman from the POC membership in the POC meeting minutes.
This change is requested as a result of a proposed deletion of the Assistant Plant Manager position and making Division Managers direct reports to the Plant Manager.
The change does not affect, nor imply acceptance of, the qualification, experience, and education requirements for Plant Management specified in Final Safety Analysis Report Section
- 13. 1.3. 1. 1, "Plant Management."
The POC Vice Chairman's responsibilities are not specified in TS.
- However, the Vice Chairman must be in attendance at the POC meeting if the Chairman (the Plant Manager) is not in attendance.
In this case, the Vice Chairman would be responsible to conduct the POC meeting.
The quorum requirements for POC remain unchanged.
The Supply System proposal would result in a quorum consisting of either the Chairman or a designated Vice Chairman, along with four members, no more than two of which are alternates.
The POC remains responsible for advising the Plant Manager on all matters related to nuclear safety whether or not the Plant Manager is in actual attendance.
The Plant Manager remains responsible for -the final action on any safety related activity under his or her cognizance, and must continue to ensure adequate technical expertise to cover the subject(s) under consideration at POC meetings.
Since the quorum requirements remain unchanged, and the Plant Manager retains responsibility for any actions taken on safety related
- issues, the staff considers the proposed change acceptable.
The staff considers the licensee's proposal that the Plant Hanager may designate a Vice Chairman from the POC Members to mean that any Vice Chairman

M be designated from the membership specified in TS 6.5. 1.2, which would not allow an alternate member designated under TS 6.5.1.3 to act as Vice Chairman.
This will ensure consistent conduct of POC meetings by senior plant management, make clear the staff's intent in approving this change, and avoid confusion regarding possible alternate interpretations of the licensee's proposed change.

POC member The proposed addition of the Engineering Services Divi'sion Manage as a
POC member adds expertise regarding plant design and their bases, and the responsible manager for modifications, to the POC membership.
This addition clearly enhances the POC capabilities for evaluation,
- analysis, and program oversight of plant changes, and is acceptable.
3.0 STATE CONSULTATION
In accordance with the Commission's regulations, the Washington State official was notified of the proposed issuance of the amendment.
The State official had no comments.
4.0 ENVIRONMENTAL CONSIDERATION
The amendment involves changes in requirements with respect to administrative procedures or requirements.
The Commission has previously issued a proposed finding that the amendment involves no significant hazards consideration, and there has been no public comment on such finding (58 FR 601).
Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR Section 51.22(c)(10).
Pursuant to 10 CFR 51.22(b),
no environmental assessment need be prepared in connection with the issuance of this amendment.

- 5. 0 CONCLUSION The Commission has concluded, based on the considerations discussed
- above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed
- manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
