November 10,
1992, during which we discussed
issues
related to the August 15,
1992 core power oscillation event.
The subjects
discussed
during the meeting
are described
in the enclosed
Meeting Report
No. 50-397/92-42.
A copy of the
meeting
agenda is also enclosed.
The information presented
during the Enforcement
Conference will be evaluated
and enforcement
action related to these
issues will be the subject of separate
correspondence.
At the Enforcement
Conference,
you discussed
the Supply System's position
regarding the apparent violations discussed
in Inspection Report 50-397/92-37
and the corrective actions which have
been initiated to address
these
issues.
The Supply System's failure to provide effective management
oversight
was
a
significant contributor to this event.
Your presentation
at the Enforcement
Conference
and your letter dated October 30,
1992, indicate that you
understand this concern
and that you have initiated actions which emphasize
responsibility
and accountability at all management
levels.
In accordance
with 10 CFR 2.790(a) of the NRC's "Rules of Practice,"
a copy of
this letter and its enclosures will be placed in the
