REGION V WAIVER OF COMPLIANCE TO WASHINGTON NUCLEAR PROJECT NO.
2 TECHNICAL SPECIFICATION (TS) 3.8.1, "A.C. SOURCES" This letter authorizes a temporary waiver of compliance for Facility Operating License No. NPF-21 to TS 3.8.1, "A.C. Sources",
specifically the plant shutdown requirements of Action a of paragraph 3.8. 1. 1.
Region V has reviewed your request for the temporary waiver of compliance dated December.2, 1992.
Action a of TS 3.8. 1. 1. requires that an inoperable emergency diesel generator (DG) be restored to an operable status within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> or the plant be in hot shutdown within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />.
Additionally, Action a requires that several survei llances.
be performed to establish the operability of other AC sources.
Your submittal stated that DG 2 was declared inoperable on November 30, 1992 at 1:37 a.m.
due to a fai lure to achieve the required voltage within the time specified in the Technical Specification Surveillance.
It was determined that the voltage regulator had not functioned properly; however, the malfunction could not be. duplicated in subsequent testing.
Your submittal stated that a replacement voltage regulator was evaluated as
- suspect, requiring a second replacement voltage regulator to be located and installed.
Because of the extended time to remove and install the voltage regulator modules, and the fact that the initial replacement was unsuccessful, the remainder of the 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> allowed outage time will expire before the second replacement voltage regulator module can be installed and adequately tested.
Your submittal requested a 48 hour5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> extension to the 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> (a total of 120 hours0.00139 days <br />0.0333 hours <br />1.984127e-4 weeks <br />4.566e-5 months <br />), allowed out of service time for an inoperable DG provided in Action a of paragraph 3.8. 1. 1.
The submittal stated that the following compensatory measures would be in place:

Maintenance and surveillance activities on Engineered Safety Features
- systems, and in particular the plant AC electrical systems, will be carefully controlled to reduce the risk or consequences of any plant centered loss of offsite power.

There are controls in place on maintenance activities in the Ashe,
- Benton, and plant swi tchyards, to further reduce the possibility of a loss oF offsite power.

The Bonneville Power Administration (BPA) was contacted and has provided assurance that the reliability of the grid is very high.
No electrical or winter storms are predicted.
There are no unusual loading conditions, breakers out-of service, abnormal bus tie or substation tie configurations.
The BPA has been informed of a need to control any maintenence activities on those portions of the 500,
- 230, and 115 KV systems that might result in high risk for disturbances on these lines or a loss of the 230 or 115 KV supply lines to WNP-2.
Additionally, the BPA has agr eed with you that in the event of emergency maintenance activities that may have to be performed during this interval they will coordinate those activities with the WNP-2 control room.

A portable power supply has been staged near DG 2 with portable lights so that restorati on activi ties may continue without interruption in the event of a loss of offsite power.
In addition, your submittal stated that ifit is determined that the voltage regulator module cannot be successfully adjusted within the additional 48
- hours, WNP-2 will be shut down.
You also stated that if additional problems are identified during the maintenance or testing activities that would prevent the restoration of DG 2 within the allotted time, the plant will be shut down.
Your submittal concluded that the extension of the specified-TS action statement did not involve a significant increase in the probability or consequences of an accident..

Your submittal concluded that the change in core damage frequency was not significant.
Region V, with NRR concurrence, has concluded that the requested temporary waiver of 'compliance from the shutdown requirements of Action a of TS 3.8. 1. 1 will not negatively impact public health and safety.
The surveillance
'requirements of Action a remain applicable.
E This waiver begins at 1:37 a.m.
on December 3, 1992.
It expires when DG 2 is successfully repaired arid compliance with TS 3.8.1.1 is restored, when it is determined that the voltage regulator module cannot be successfully adjusted, ot when problems are identified that will prevent the restoration of DG 2 within the allotted time, but no later than 1:37 a.m.
