1992, to our Inspection

Report

50-397/92-27,

addressing

our concerns of three

areas

of potential training

program weakness.

From our review of this document

and the satisfactory results of the November

16-20,

1992 licensed

operator requalification training program evaluation,

we

have determined that most of these

concerns

have

been adequately

addressed.

However, the third issue involving the apparent

ineffective assessment

of

operators'etention

of recent training on industry events,

remains of some

concern.

Considering

the safety significance of your recent

power oscillation

event

and the evidence that

some licensed

operators

could not adequately

recall training

on industry events,

including the recent

power oscillation

event at WNP-2,

we will continue to monitor your progress

in enhancing

the

effectiveness

of this training.

Examination Report 50-397/OL-92-01,

which

will be issued

under

a separate

cover, will provide the detailed results of

the program evaluation,

including additional findings related to this issue.

Please

keep

us appraised

of the progress

of the training enhancement

efforts

that you stated

would be completed

by July 1,

1993.
