Docket No. 50-397 Washington Public Power Supply System P. 0.

Box 968 3000 George Washington Way

Richland, Washington 99352 Attention:

Hr.

G.

C. Sorensen

SUBJECT:

1992 EXERCISE SCENARIO PACKAGE This letter refers to your October '1, 1992, letter which forwarded the scenario package for the WNP-2 annual emergency exercise scheduled for December 8, 1992.

We have completed our review of the scenario package.

The results of our review were discussed during an October 20, 1992, telephone conversation between Hs.

G.

Good, of my staff, and Hessrs.

R. Utter, P.

Bagan, and T.

Chrisler, of your staff.

I understand that the scenario may be enhanced/modified as a result of some of Hs. Good's comments and concerns.

Your staff agreed to contact us next week to discuss the matter further. 'e noted that the additional exercise limitations were included in the scenario package pursuant to our previous agreement with Hr. Utter (refer to my October 1, 1992, letter to you).

We contacted Mr.

R. Donovan of the Federal Emergency Management Agency (FEMA),

Region X, during our review.

Hr. Donovan informed us that the scenario package did not include some of the exercise messages he was expecting.

This matter was discussed with Mr. Utter.

Based on the results of our review, we find that the exercise scenario package appears adequate to permit you to meet the agreed upon exercise objectives.

We would, however, support a decision to modify the scenario.

Sincerely, Robert J.

ate, Chief Safeguards, Emergency Preparedness, and Non-Power Reactor Branch Cco D. Larson,
Manager, Emergency Planning, WPPSS R. Donovan, FEHA, Region X
