conducted

by Hr. K. E. Johnston of this

office on June

1 through 26,

1992 of activities authorized

by NRC Operating

License

No. NPF-21,

and to the discussion of findings held by the inspector

with Hr. J.

Baker and other members of the Supply System's staff at the

conclusion of the inspection.

Areas examined during this inspection

are desc} ibed in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examina-

tions of procedures

and representative

records,

interviews with personnel,

and

observations

by the inspector.

Please direct your attention to paragraph

2.c of the enclosed report, which

describes

the disposition of a ieaking relief valve on a Division 3 diesel

starting air receiver.

Although it is not apparent that the leaking valve

affected the operability of the diesel generator,

the review which found the

leaking valve to be acceptable

was limited in scope

and did not take into

consideration

the degraded

condition of other

components

in the starting air

system.

Additionally, the fact that

a replacement

valve was later found in

warehouse

stock indicates that the initial review was not thorough.

One non-cited violation is also discussed

in the enclosed

inspection report

{paragraph 2.b).

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosure

will be placed in the

NRC Public Document

Room.
