This letters refers to the inspection

conducted

by Mr. L.C. Carson II, on

March 23 through 27, 1992,

and subsequent

telephone

conversations

on March 31,

April 13,

and April 15, 1992, of activities authorized

by

NRC License

No.

NPF-21.

The inspector discussed

our findings with Mr. L. Harrold and other

members of the WHP-2 staff at the conclusion of the inspection.

Areas examined during this inspection are described in the enclosed

inspection

report.

Within these

areas,

the inspection consisted 'of selective

examinations of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspectors.

Within the scope of this inspection,

no violations or deviations

were

identified.

Section 2(b) of the enclosed report indicates that you were behind schedule

in

processing

work packages

through your ALARA planning and work control groups

for the

R-7 outage.

Based

on our discussions

with Mr. Baker and Mr. Pisarcik

of your staff,

we understand that additional

resources

were applied

and that

most work packages

for the first month of the outage

have

been processed

through the

ALARA planning group.

In accordance

with 10 CFR 2.790 of the NRC's "Rules

and Practices,"

a copy of

this letter and the enclosure will be placed in the Public Document

Room.
