This letter refers to the inspection conducted

by Hr. Hichael J.

Royack of

this office on Harch

23 through 27,

1992, of activities authorized

by NRC

License

No. NPF-21.

The inspector discussed

the findings with Hr. C. H.

Powers,

Director of Engineering,

and members of your staff at the conclusion

of the inspection.

Areas examined during this inspection

are described

in the enclosed

inspection

report.

Mithin these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspector.

The inspection of your erosion/corrosion

monitoring program concluded that the

Supply System

has

an effective program in place.

However,

we are concerned

that the Supply System did not use approved, written procedures

to implement

the program.

Further,

based

on the inspection results,

the program appeared

to lack clear evidence of management

or quality assurance

overview.

This lack

of standards

for implementing programs

has

been previously identified as

a

problem area,

and has

been the subject of prior reports

and management

meetings.

Me understand that you are developing engineering

management

guidelines,

and

are committed to incorporate the erosion corrosion program into the

engineering

management

guidelines.

Within the scope of this inspection,

no violations or deviations

were

identified.
