FOLLOWUP INSPECTION AND OPERATIONAL EVALUATION

(REPORT

NO. 50-397/92-04)

This refers to the inspection

by Hr. T. Headows

and

Hr . L. Vick on February

24-27,

1992

and communications

between Hr. Headows,

and your management staff,

on Harch 19,

and again

on March 24,

1992, of activities authorized

by NRC

License

No. NPF-21, at the Washington Nuclear Project, Unit 2.

This included

an operational

evaluation of a sixth operating

crew on February

27,

1992.

After the inspection,

the findings were discussed

with those

members of your

staff identified in the enclosed report,

Inspection

Report 50-397/92-04.

The inspection activities involved

a review of the closure status of short

and

intermediate

term corrective action plan

(CAP) commitments.

These

commitments

were part of your corrective actions in response

to your unsatisfactory

licensed

operator requalification training program.

The

NRC determined that the crew passed

the operational

evaluation

The crew

exhibited strong

command

and control,

and communications

competencies.

The inspection

concluded that all of the short term

CAP items were closed.

However, the inspectors

determined that two intermediate

term

CAP items remain

open.

,Your staff identified these

items to the inspection

team.

At the

inspection exit meeting, your staff agreed to complete closure of these

two

CAP items,

and to provide closure documentation

to the

NRC by the end of April

1992.

The

NRC will consider reclassifying your requalification program

as

provisionally satisfactory

once these

items are completed.

The inspectors

observations

regarding the examination

bank materials

in

Paragraph

3.c. of the enclosed

report appear to warrant management

attention.

The effectiveness

of your training staff to evaluate

licensed

operators

hinges

on having good evaluative material.

The inspectors

did determine

some

improvement

had

been

made producing simulator scenarios,

but more attention

needs to be placed

on improving the written examination material.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosure

will be placed in the

NRC Public Document

Room.
