Report

50-397/91-27,

concerning

emergency

operating

procedure

(EOP) development.

From our review of this document,

and our subsequent

February 24-27,

1992

followup inspection

(50-397/92-04) of your corrective action plan,

we have

determined that the Supply System

has adequately

addressed

the pre-restart

commitments regarding operator training and ability to use the

EOPs.

However, the issues

involving the more generic design,

implementation,

and

strategy

EOP deviations,

are still being evaluated

by NRR.

'Therefore,

we are particularly interested

in the progress of your long term

EOP upgrade

program,

as discussed

in your response.

Please

keep

us appraised

of the results of these efforts.
