Norderhaug of this office conducted

an

announced, initial inspection of your Fitness for Duty program

(FFD) at the

Washington Nuclear Project,

Number

2.

At the conclusion of the inspection

visit on December

6, 1991, the inspector discussed

the preliminary findings

with members of your organization

as identified in the enclosed

report.

The inspection consisted of selective

examinations

of Supply System

Directive'o.

4.6 "Fitness for Duty", associated

procedures

from your General

Information Handbook,

Human Resources

Instructions

and Plant Administrative

Procedures,

interviews with employees

and contractors,

observations

of your

site collection facilities, and review of pertinent records

and reports.

Based

on this inspection,

we have determined that the development

and

implementation of your

FFD program are responsive

to both the spirit and

intent of the

FFD rule,

As described

in the enclosed report,

we are pleased

to note the professionalism

and technical expertise exhibited by personnel

involved in administering

(and auditing) the program,

and the degree to which

employees

are

aware

and

use your

Employee Assistance

Program.

Within the scope of this inspection,

no violations of NRC requirements

were

identified.

However, several

weaknesses

and procedural

inconsistencies

identified by your recent internal audits will be reviewed in the course of

future inspections.

In accordance

with Section 2.790 of the NRC's "Rules of Practice" Part 2,

Title 10,

Code of Federal

Regulations,

a copy of this letter and its

enclosures will be placed in the

NRC Public Document

Room.
