WNP-2 ANNUAL EXAMINATION OBSERVATION/OPERATIONAL EVALUATION, EXAMINATION REPORT 50-397/OL-91-03 Cenitleman:
This refers to the evaluation conducted from August 22, 1991, through September 25, 1991, to assess your requalification program and operating crew performance.
This was accomplished through inspector interviews of your staff, the review of your test materials, and the assessment by our
- examiners of your evaluators ability to prepare and administer annual examinations to three operating crews.
This report also discusses the results of the Operational Evaluations, conducted by the NRC on September 9, 1991, and September 25, 1991, to assess an additional operating crew.
At the conclusion of the Operational Evaluation on September 25, 1991, the NRC'iscussed the preliminary findings with those members of your staff identified in the enclosed examination report, Enclosure l.
After this meeting, the NRC concluded that, regarding the matters discussed in our Confirmatory Action Letter (CAL) V-91-01, your corrective actions to resolve those matters were sufficiently complete to warrant resumption of power operations at WNP-2 (see letter, J. 'B. Martin to A. L. Oxsen, dated 9/25/91).
As noted in the referenced CAL, the WNP-2 Licensed Operator Requalification Program will not be provisionally satisfactory until a determination has been made by the NRC that your short and intermediate term corrective actions have been substantially completed in an effective manner.
The NRC will notify you when this determination has been made.
