NOTICE OF VIOLATION AND NRC INSPECTION

REPORT

NO. 50-397/91-26

This letter refers to the routine inspection

conducted

by Messrs.

H. Resides

and

M. Cillis of this office on August 5-9, 1991, of activities authorized for

your WNP-2 facility.

At the conclusion of the inspection,

the findings were

discussed

with Mr.

L. Harrold and other

WNP-2 staff members identified in the

enclosed

inspection report.

Areas examined during this inspection

are described

in the enclosed

report.

Within these

areas,

the inspection consisted of selective

examinations of

procedures

and representative

records,

interviews with personnel,

and

observations

by the inspectors.

Based

on the results of this inspection,

certain of your activities appeared

to be in violation of NRC requirements,

as specified in the enclosed

Notice of

Violation (Notice).

The violation involvinq the failure to label licensed

material

as required

by 10 CFR Part 20.203(F)(l) is of concern

because

established

procedures

for the control

and labelling of radioactive material

were not clearly understood

by the facility staff.

You are required to respond to this letter and should follow the instruction

specified in the enclosed

Notice when preparinq your response.

In

your'esponse,

you should document the specific actions

taken

and any additional

actions you plan to prevent recurrence.

After reviewing your response

to this

Notice, including your proposed corrective actions

and the results of future

inspections,

the

NRC will determine

whether further

NRC enforcement action is

necessary

to ensure

compliance with NRC regulatory requirements.

The responses

directed

by this letter and the enclosed

Notice are not subject

to the clearance

procedures

of the Office of Management

and Budget

as required

by the Paperwork Reduction Act of 1980,

Pub.

L.

No. 96.511.

In accordance

with 10 CFR 2.790 of the NRC's "Rules of Practice,"

a copy of

this letter

and its enclosures will be placed in the

NRC Public Document
