SUBJECT:

FITNESS-FOR-DUTY INSPECTION A Fitness-For-Duty (FFD) inspection is scheduled to be conducted at the Washington Nuclear Project No.

2 during the week of November 4 - 8, 1991.

Mr.

LeRoy Norderhaug of th>s office has been designated as the primary contact for this inspection and can be reached at telephone number (415) 975-0243.

As part of the inspection process, FFD written policies, procedures and audits will be reviewed in the NRC Region V office prior to the onsite inspection.

You are requested to provide Region V a copy of your policies, procedures and all audits and reviews pertaining to your FFD program by September 25, 1991.

Any of the documents that are considered as exempt from public disclosure in accordance with 10 CFR 2.790 should be identified as such and a statement of the reasons for nondisclosure should also be provided as required by 10 CFR 2.790(b).

Additionally, please provide Region V a copy of pertinent training materials.

FFD training records will be reviewed onsite and do not have to be sent to us.

During the inspection, interviews will be conducted with the FFD manager, the Medical Review Officer, the Employee Assistance Program'anager, and personnel responsible for the onsite collection of specimens.

If feassbleI please contact Mr. Norderhaug by October 24, 1991, to arrange an interview schedule for the above personnel.

Interviews of randomly selected licensee employees and contractors will also be conducted during the onsite inspection.

A room to conduct the interviews will be required.

Program records (including FFD training records, personnel records for FFD program personnel, records of're-access authorization inquiries, 'executed contracts with contractors/vendors, and records of chemical test results and

appeals, etc.) should be available for review. If any of these records are located offsite, please inform Mr. Norderhaug as soon as practical.

You are also requested to identify a single onsite or corporate licensee representative to act as the point of contact in reference to the items discussed above.

Please advise Mr. Norderhaug of that individual's name and telephone number as early as practical.
