FEHA DRILL REPORT FOR BENTON AND.FRANKLIN COUNTIES By memorandum dated Hay 24, 1991, the Federal. Emergency Hanagement Agency (FEMA) informed the NRC of the results of FEMA's observations of the offsite activities during the Benton and Franklin Counties Emergency Operations Center (EOC) Off-Hours/Unannounced Drill hei'd on Hay 6, 1991.

The memorandum states that there were no deficiencies or areas requiring corrective action (ACRA) identified during the drill.

No response or corrective actions are required.

Copies of the FEHA memorandum and the report are enclosed.

In accordance with 10 CFR 2.790(a),

a copy of this letter and the enclosures will be placed in the NRC Public Document Room.

OFF-HOURS/UNANNOUNCED DRILL Enclosed is a letter from Dennis Kwiatkowski of the Federal Emergency Management Agency (FEMA) dated July 24,

1991, transmitting the subject report for the Benton and Franklin Counties emergency Operations Center (EOC).

No deficiencies or Areas Requiring Corrective Action (ARCAs) were identified during the May 6, 1991 drill.

The FEMA Region X staff has forwarded a copy of the report to the State of Washington.

We recommend that you transmit the enclosed FEMA letter and drill report to the licensee.

On May 6, 199 1 FEMA Region X evaluated an off-hours and unannounced drillat the Benton/Franklin County (B/F) Emergency Operations Center (EOC) in Kennewick, Washington.

The purpose of the drill was to evaluate the'ability of Benton and Franklin Counties to ac zva e

t' the Bi-County EOC during non-work hours.

FEMA rule 44 CFR 350 and NUREG-0654/FEMA-REP-1 (as amended by GM PR-1) require that once every 6 years provxsxons be made to begin an exercise between the hours of 1800 and 0400.

Our evaluation fo~nd that B/F.had the ability to alert key EOC staff, and that the staff reported to the EOC in a timely manner.

B/F County demonstrated the ability to alert key EOC staff and direct them to report to the EOC for an unannounced drill during the time period 1SOO to 0400.

The initial-notification from the utility was received at the B/F 911 Center at 1932.

Staff vere alerted by telephone from 1935 tP 1953 using the "Notifications for FNF Emergency Call List" (see Table 1 for a list of key staff notified).

This call list is divided into seven grou roups of names (See Attachment 1 for a copy of the call list used).

This allows several opera-tors to make calls simultaneously without having to worry about duplicate notifications being made.

Sufficient staff had arrived at the EOC by 2023 (see Table

1) to allov the EOC to be declared operational.

All functions observed were zn accord vit vith the B/F County Emergency plans and procedures.

2023 B/F EOC All staff necessary to declare EOC operational have arrived.

2024 B/F EOC Drill terminated.
