Dear Mr. Larson,
In regards to our discussions concerning the state's recent review of WNP-2 Emergency Action Levels, I feel that some additional clarification is recpxired.
First of all, we would like to apologize for the comment concerning the EAL revision being the result of a meeting between the NRC and the utility. It was originally the understanding of our staff that this was, in fact, the case, but further discussions with you and your staff revealed that it was actually the result of conversations in the course of a routine inspection by the NRC of the Emergency Preparedness Program.
- Secondly, regarding the two-way conversation between the utility and our staff concerning EALs, it was not our intent to imply that the utility has been uncooperative in addressing the state' comments. It was intended to indicate our concern at being able to discuss proposed revisions to the EALs with the EP staff before they are finalized so that the state's comments may be addressed and/or incorporated prior to the publishing of the procedure.
This should eliminate any unaddressed comments remaining outstanding against a published procedure.
In our recent conversations, I have received assurances that our staff will be involved in future revisions as they occur.
