SAFETY EVALUATION OF THE WASHINGTON PUBLIC POWER SUPPLY SYSTEM NUCLEAR PROJECT NO.
2 (WNP-2)
INSERVICE TESTING PROGRAM FOR PUMPS AND VALVES (TAC NO. 60493)
By letters. dated June 17, 1985, (G02-85-319) and October 12,
- 1987, (G02-87-262) you submitted Revision 3 and Revision 3B, respectively, to the WNP-2 pump and valve inservice test
( IST) program plan.
'Additional information was received by letters dated December 20, 1985 and December 7,
1990.
The IST program addressed in the enclosed Safety Evaluation covers your first ten-year interval from December 13, 1984, to December 13, 1994.
The NRC staff, with technica'I assistance from EGSG Idaho, Incorporated (EGKG) has reviewed and evaluated the IST program and requests for relief submitted for WNP-2.
The staff has adopted the evaluation and conclusions contained in the Technical Evaluation Report (TER) prepared by EGSG; also, the enclosed Safety Evaluation (SE) incorporates the TER and its findings.
We are granting relief from certain testing requirements which we have determined are authorized by law and that would be impractical to perform, where compliance would result in a hardship without a compensating increase in safety, or where the proposed alternative testing provides an acceptable level of quality and safety.
Certain relief requests have been denied where proposed alternative testing is unacceptable or where an adequate basis for the relief request has not been provided as summarized in Table 1 of the SE.
We have determined that the remaining IST program relief requests are acceptable for implementation provided the omissions and inconsistencies identified in Appendix B of the TER are addressed within the time specified in the SE.
You are required to comply with the IST program defined in the letters referenced above including those relief requests which are approved in the enclosed SE.
New relief requests or changes to existing relief requests should be submitted for NRC review.
Such changes or additions should not be implemented prior to review and approval by the NRC.

C. Sorensen New or revised relief requests meeting the positions stated in Enclosure I to Generic Letter (GL) 89-04, "Guidance on Developing Acceptable Inservice Testing Programs,"
should be submitted to the NRC staff but may be implemented prior to NRC approval provided that the guidance stated in GL 89-04, Section D,
is followed.
Program changes that involve additions or deletions of components from the IST program should be provided to the NRC.
This completes our review under TAC No. 60493.
