SUMMARY

- March 13, 1991 MEETING TO DISCUSS TME STATUS OF WPPSS NUCLEAR PROJECTS I, 2 AND 3 On March 13, 1991, members of the NRC staff met with representatives of WPPSS (the licensee) to discuss the status of WPPSS Nuclear Projects (WNP) I, 2 and 3.

A list of the attendees is provided in Enclosure 1.

A copy of the handout materials provided by the licensee is provided in Enclosure 2.

The licensee began the meeting by presenting an overview of recent WNP-2 performance.

Topics included summaries of the most recent SALP report and of current operating cycle activities.

The licensee also expressed concern regarding the recent determination by both the NRC and the licensee that the operator requalification program at WNP-2 is unsatisfactory and stated that both root cause analyses and implementation of corrective actions were in progress.

Following a presentation of the licensee's performance improvement activities and their effects on the morale and general attitude of the plant staff, the licensee discussed the status of its submittal of improved technical specifica-tions per the Technical Specification Improvement Program.

The licensee stated that its submittal would be delayed pending resolution of comments on the proposed new standard technical specifications.

The licensee then discussed its intentions regarding WNP Units I and 3.

The licensee plans to continue its program to reduce the uncertainty on licensing these units.

The licensee outlined a program to assess what wou ld need to be done and address some minor issues with a decision point to proceed or not with licensing issues in about two years.
