TO GENERIC LETTER 89-10, "SAFETY-RELATED MOTOR-OPERATED VALVE (MOV) TESTING AND SURVEILLANCE (TAC 75738)
On June 28, 1989, the NRC issued Generic Letter (GL) 89-10 requesting licensees to establish a program to ensure the operability of all safety-related MOVs under design basis conditions.
The program described in GL 89-10 is signif-icantly broader in scope than that described in NRC Bulletin 85-03 and its supplement.
GL 89-10 requested that a description of your MOV program be made available for review by June 28, 1990, or the first refueling outage after December 28, 1989, whichever was later.
Due to delays in issuing supplement 1 to the GL, the staff has decided to delay MOV program reviews until at least January 1,
1991.
Expected program content and documentation was discussed during workshops conducted in September, 1989.
Information and staff answers to questions raised during the workshops are available as supplement 1 to the GL.
Justifications for differences between your program and the specifications contained in the GL should be included in your program description.
By letter dated December 22,
- 1989, (G02-89-230),
you responded to GL 89-10.
In your response you stated that you will adhere to the recommendations and schedule delineated in the Generic Letter with one exception.
The exception concerns your assertion that evaluation of available data for MOVs which cannot be tested in situ may not be completed within 5 years.
The staff recognizes your concern and encourages you to carefully review available data with particular emphasis on those valves whose design capabilities are close to the oper ating requirements.
