OBJECTIVES AND LIMITATIONS EXERCISE 89 A.
QJB55E The primary purpose of this exercise, scheduled for October 4, 1989, is to demonstrate effective management of the emergency and plant recovery operations with efficient coordination and communications between the activated Supply System emergency centers; Control Room (simulator),
Operations Support Center (OSC), Technical Support Center (TSC), the Emergency Operations Facility (EOF) and the Joint Information Center (JIC).
The exercise will be characterized by required response to an emergency situation that will involve classification, notification, center activation, team deployment, accident prognosis and mitigation, and the preparation of plant recovery operations procedures.
Timely and proper response by the players wi'll contribute to mitigation of the simulated accident consequences.

Demonstrate the ability to monitor, understand and use emergency classification levels (ECLs) through the appropriate implementation of emergency functions and activities corresponding to ECLs as required by the scenario.
The four ECLS are Notification of Unusual Event, Alert, Site Area Emergency and General Emergency.

Demonstrate the ability to fully alert, mobilize and activate per-sonnel for both facility and field-based emergency functions.

Staffing may be limited to Supply System personnel
- only, but State and Counties EOCs will be functional with at least controllers.

Demonstrate timely response of personnel to each required emergency position without special follow-up action, and non-reliance on personnel above the one shift staffing unless they have been called in with realistic response delay times (Ex 88 CARs B-11 and C-6, D89-2 CARs B-6, C-6 and C-13).

Demonstrate respondent familiarity with, regard for and use of, established procedures (Ex 88 CAR C-8, D89-2 CAR C-7).

Demonstrate the ability to account for all individual (designated players) within the Protected Area within 30 minutes of the time of the emergency (SAE or higher) and OSC activation, to ascertain the names of any missing, and to account, for all Protected area individuals continuously thereafter.

Demonstrate the ability of the Technical Data Center to perform assigned tasks such as specific technical analyses (Ex 88 CAR NRC 88-29-02, D89-2 CAR C-12).

Demonstrate the ability of the OSC staff to correctly track and control al,l plant reentry teams, assume control of personnel already dispatched at the time of OSC acti-vation (to include security personnel),
and to maintain effective communications with all dispatched teams (Ex 88 CAR B-10, D89-2 CAR C-l).

SCBAs may be worn by bearded personnel.

Protective clothing and SCBAs need only be utilized throughout the first deployment of each emergency worker if proficiency is demonstrated.
In the interest of safety, SCBAs may be-removed from anyone stressed by its use.
