The information presented is as initially received without verification or evaluation and is basically all that is known by the Region V staff on this date.

SUSPECTED DELIBERATE DAMAGE TO PERSONNEL CONTAMINATION MONITOR BOOTHS

Responding to a recent INPO recommendation, the licensee installed three new booth-type personnel contamination monitors at the entrances to areas within the plant (including the control room) where food is allowed to be consumed.
Since these monitors were put in service approximately 3 weeks ago, approximately fourteen instances of damage to the detectors and detector windows have been discovered.
While certain instances may have been accidental, at least five appear to have been caused deliberately.
Although the damage to the monitors was known to plant and corporate management, the security department had no knowledge of the events until contacted by Region V on February 24 1989.
The licensee has initiated an investigation, although the frequency of damage events has decreased.
While the licensee suspects that the majority of the damage instances may have occurred on the back shift, interviews with individuals normally assigned to the areas where the monitors are located are underway.
Since the actions appear to be directed toward this new equipment, the licensee does not consider a walkdown of safety systems to be necessary at this time.
The reactor is operating at 78/ power.
No media interest has ensued nor is the licensee planning any press release.
The licensee notified the Region of their initial actions at 12:40 PM (PST) February 24 1989.
