Exercise Report for the September 13 14, 1988, Exercise of Offsite Radiological Emergency

Response

Plans Site-specific to WNP-2 Attached is a copy of the exercise report for the September 13 14, 1988, partial-participation exercise of the offsite radiological emergency response plans for WNP-2.

Due to an actual emergency, the State of Washington was unable to participate at full-participation

level, as scheduled.

Benton and Franklin Counties fully participated in the exercise.

A full-scale participation exercise has been scheduled for the week of February 27, 1989.

The attached report was prepared December 9,

1988, by Region X of the Federal Emergency Management Agency (FEMA) and transmitted to FEMA Headquarters on December 19, 1988.

The State of Washington failed to demonstrate that adequate monitoring staff, equipment and supplies were available to perform the monitoring of 20% of the plume EPZ population in a 12-hour period.

As a result of this deficiency identified during the exercise, Washington State Department of Social and Health Services is providieg quarterly reports to FEMA regarding the progress towards correcting the exercise inadequacy.

The FEMA Region X staff has reviewed the schedule of corrective actions provided by the State of Washington in response to the Areas Requiring Corrective Action identified during the exercise and incorporated them into the exercise report.

A copy of this report has been forwarded to the State of Washington.

In addition, a remedial exercise was conducted June 3,

evacuation plans for the portion of the Columbia River within the WNP-2 plume EPZ which were found inadequate during the September 16, 1986, exercise.

Following the publication of the draft remedial exercise report (August 1987), it was announced that the U.S.

Coast Guard was going to close their Kennewick, Washington, station.

This remedial exercise report was held in draft status until appropriate agreements and arrangements were in-place to supplement the previous response arrangements.

The attached remedial exercise report indicates that the exercise objective was met, providing timely alert and notification to transients on the Columbia River within 45 minutes.

A copy of the remedial exercise report has been forwarded to the State.

However, in accordance with 44 CFR 350.12, it is FEMA's position that before we can state that reasonable assurance for the general public's health and safety is

afforded, we require review of remedial actions and evaluation of the remaining remedial drill for the Richland Off-the-Road Vehicle (ORV) Park.

We therefore withhold our assessment.

We will advise your office when these items are completed to FEMA's satisfaction.
