NRC STAFF EVALUATIONOF INSERVICE INSPECTION PROGRAM (ISI)

RELIEF REQUEST 2ISI WNP-2 (TAC NO. MA4883)

Dear Mr. Parrish:

By letter dated August 18, 1997, the NRC authorized Relief Request 2ISI-15 for WNP-2 which allowed the surface examination required by the ASME Code,Section XI, Category C-G, Item Number 6.10 for pump casing welds on residual heat removal (RHR) pumps RHR-P-2A, -2B, and -2C and high pressure coolant system (HPCS) pump HPCS-P-1, and low pressure coolant system (LPCS) pump LPCS-P-1 to be performed when the pumps are disassembled for maintenance since there is no access to these welds from the outside surface.

By letter dated February 22, 1999, Washington Public Power Supply System (the licensee or Supply System), submitted Relief Request 2ISI-20 proposing an alternative to the surface examination requirement of the 1989 Edition ASME Code,Section XI, Category C-G, Item Number C6.10 for the above pump casing welds when the pumps are disassembled for maintenance in accordance with Relief Request 2ISI-15. The licensee's proposed alternative requires a VT-1 visual examination in lieu of the code required surface examination of the subject welds due to high radiation field in the vicinity.

The staff has reviewed the Supply System's request and has determined that compliance with the Code requirements would result in hardship or unusual difficultywithout a compensating increase in the level of quality or safety. The staff has determined that the Supply System's proposed alternative provides reasonable assurance of pressure boundary integrity.

Therefore, the proposed alternative for Relief Request 2ISI-20 is authorized pursuant to 10 CFR 50.55(a)(3)(ii) for WNP-2 during the second ten-year inspection interval.

The staff's evaluation is contained in the enclosed safety evaluation.
