SuBJECT: NRC INSPECTION REPORT 50-397/98-19 AND NOTICE OF VIOLATION
Dear Mr. Parrish:
From July 19 through August 29, 1998, an inspection was conducted at your Washington
Nuclear Project-2 reactor facility. The enclosed report presents the scope and results of that
inspection.
During the inspection period, the conduct of licensed activities at your facilitywas highlighted by
material condition deficiencies associated with the emergency diesel generators.
Your staff
effectively identified the root causes of those deficiencies and took appropriate corrective
actions to resolve them. However, in the process of investigating the root causes, several
performance weaknesses
were identified. A cited violation against 10 CFR 50.59 was identified
when, in the process of testing the Division II emergency diesel generator, your staff approved
a test procedure that should have required a change to Technical Specifications.
The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violation are described in detail in the enclosed re'port. The NRC has
concluded that information regarding the reasons for the violation, and the corrective actions
taken and planned to correct the violation to prevent recurrence, is already adequately
addressed
on the docket in the enclosed report. Therefore, you are not required to respond to
this letter unless the description therein does not accurately reflect your corrective actions or
your positicn.
In that case, or if you choose to respond, you should followthe instructions
specified in the enclosed Notice.
