VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261

.. October 4, 2017 U.S. Nuclear Regulatory Commission Serial No.17-392 Attention: Document Control Desk NRA/WDC RO Washington, DC 20555 Docket Nos. 50-280/281 License Nos. DPR-32/37 VIRGINIA ELECTRIC AND POWER COMPANY (DOMINION ENERGY VIRGINIA)

SURRY POWER STATION UNITS 1AND2 RESPONSE TO INFORMATION NEED REQUEST REGARDING MITIGATING STRATEGIES ASSESSMENT CMSA) REPORT FOR FLOODING In an email to the Nuclear Regulatory Commission (NRC) dated August 29, 2017, Dominion Energy Virginia stated the Surry FLEX support guidelines (FSGs) were adequate to address the modified FLEX strategies in response to the reevaluated flood hazard and no further revisions were required. In an email dated September 6, 2017 and a conference call on September 13, 2017, the NRC requested enhancement of the level of detail in the FLEX support guidelines (FSGs) that direct repowering of the Remote Monitoring Panel (RMP) following an extended loss of alternating current power and a loss of vital instrumentation. Therefore, Dominion Energy Virginia will revise O-FSG-5, "Initial Assessment and FLEX Equipment Staging," and 1/2-FSG-7, "Loss of Vital Instrumentation or Control Power," to clarify the amount of time available to repower the RMP and to add a note to ensure the portable generator cable/cable connections are not submerged.
