Tuesday, October 10, 2017 2:02:28 PM Ty, I am following up to inform you that Rapiscan contacted NMMSS about updating its inventory. They have informed us that the Californium was sent to Oak Ridge earlier this year. Even though their inventory reported 1 microgram of Californium, the shipment to ORNL was more like 0.2 micrograms due to decay. NMMSS is assisting Rapiscan with a transaction report to remove the Californium from its inventory since this material is no longer on site.
With respect to the 1,719 grams of enriched uranium-Rapiscan informed NMMSS that it intends to keep the material onsite, but that it will be maintained under their State license, as they intend to terminate their NRC license. From the NMMSS perspective, the material is not tracked specifically to the license but to the reporting identification symbol (RIS code).
The RIS code for Rapiscan is YGI, so as long as YGI continues to possess SNM, they will be required to report material balances and transactions to NMMSS. At this time, the facility still reports 1,719 grams of enriched uranium.
Please let me know if you need additional information to assist in your effort to terminate the NRC license.

Hi Ty, Ive completed the inquiry with NMMSS and can confirm that no shipment transactions have been reported to NMMSS for Rapiscan (YGI) after 2015. NMMSS still shows 1,719 grams of Enriched Uranium and 1 microgram of Californium in their inventory. You indicated that you have record that they have shipped much of this material to Sensor Concepts and Applications. Per regulations they have 10 days from the date of shipment to report the transaction to NMMSS. I recommend contacting the facility and reminding them of this requirement so that they update their inventory at their earliest possible convenience.

Mirabelle, Im not sure how often a licensee provides a report on the status of their materials. You sent me this below in April. I have record that they have shipped much of this material to Sensor Concepts and Applications (SNM-2017, Docket 0700-7020). So Im not sure if Rapiscan needs to send another report to NMMMS to update their actual possession or if they already have done this.
Please let me know when you get a chance. If they need to update their NMMMS, I will press them to update their inventory. They want to terminate their license, so they need to get everything in order.

Hi Ty,
Im following up re: your request for Rapiscan Laboratories Inc., which reports to NMMSS under reporting identification symbol (YGI).
The last inventory which was submitted by YGI for the period ending 12/31/2016 showed a balance of:
- 1 Microgram of Government-owned Material type 48 (Californium) and,
- 1,719 g of Material type 20 (low enriched uranium).
These balances are still on the NMMSS books as YGI has not submitted any transactions to NMMSS to remove these balances.

No rush. They have spoken of terminating and Region IV has performed a site inspection and there is none of the material on site. But they have not formally requested termination.
I just need to make sure they are taking care of everything, to include making any administrative declarations they need to take. Maybe you can get to this in a couple weeks?

I will query NMMSS to confirm that the licensee has reported a zero balance. Ty, by when do you need a response?
Once the inventory has been declared zero and the licensee has requested that the Reporting Identification Symbol (RIS code) be closed, I can approve the request with NMMSS.

Hi Ty, Im forwarding your email to Mirabelle Shoemaker, who is the NRC Program Manager for NMMSS.
Mirabelle - The attached email (License Termination) contains some background info regarding this license termination request.
Also, the other email (reply to your email) contains what Brian wrote in response to the review request during the USEC termination.
I believe Ty will need a similar response from you regarding Rapiscan.
Note: In my email I erroneously stated that we (MCAB) would request deactivation of the Reporting Identification Symbol with NMMSS.
That is the responsibility of the licensee to request, I believe. Mirabelle can confirm this.

Hi Suzanne, I have a licensee, Rapiscan, that has told me they intend to terminate their license this year. They have told me they are no longer in possession of the SNM (you may recall they have shared material, along with Passport and Sensor Concepts). I notified Region IV that Rapiscan had stated they were no longer in possession of the material and during a site inspection, Region IV verified they have no material from SNM-2018 in storage.
I wanted to ask if you could verify (NMMSS) that they have reported they are not in possession of SNM. Not sure how the system works, whether a negative report is required or not. As they terminate, will there be any report NMMSS or the Agency will need?
The docket is 07007021.
