The Commission, by a vote of 4-0 (Commissioner Gilinsky abstaining),
authorized the Director, NRR to issue an amendment to the WNP-2 operating license to allow full power operation.
The Commission, by a vote of 4-1 (Commissioner Gilinsky dissenting),
disapproved a proposal'by Commissioner Gilinsky that the Commission require one licensed individual on each shift with prior license experience at a commercial reactor.
Commissioner Gilinsky requested OGC to advise whether the NRC staff interpretation that licensees may comply with 10 CFR Sec.
55.25(b) by substituting simulator training for "extensive actual operating experience" is correct.
