Schwencer (NRC}, "License Amendment 10 CFR 50.92, Significant Haza} ds Analysis", dated February 8, 1984 Reference l,requested a change to technical specification LCO 3/4.8.1 to allow the flexibilityto perform more than one cold start test of the diesel genera-tors per 184 days as currently prescribed by paragraph 4.8.1.1.2.a.4 (attached).
As discussed in a phone conversation February 7, 1984, between P.
Powell (SS) and Messrs.
R. Auluck and D. Hoffman (NRC),. the staff determined to modify the technical= specification, generically to allow the requested flexibility (see attached}.
Accordingly, the change requested in the reference letter is hereby modified to be the same as the staff's generic resolution.

A. Schwencer Page Two February 8, 1984 REQUEST FOR LICENSE AMENDMENT, CLARIFICATION The significant hazards analysis provided in Reference 2 remains applicable.
This change reduces a possible compromise to plant safety and therefore represents no significant hazard.
The fee for consideration of this license amendment was provided by Reference 1, and since the intent of the original request has not changed, no additional fee is appropriate.
In accordance with 10 CFR 50.91, the State of Washington has been provided a
copy of Reference 1 and this clarification.
