Pages 14864-14880, April 6, 1983 The Supply System has reviewed the technical specification changes noted in Reference 1 per 10 CFR 50.59 and 50.92 and considers that no significant hazards or unreviewed safety questions will result from the changes.
The following 50.92 analyses are provided for each technical specification change.
An appropriate example amendment that is considered not likely to involve significant hazards (as listed in FR 14870, Reference~2 and which corresponds to each. technical specification change is cited where applicable.
The proposed changes will not:
1) involve a significant increase in the probability or consequences of an. accident previously evaluated; or
. 2) create the possibility of a new or different kind of
'accident from any 'accident previously evaluated; or
. 3) involve a significant reduction in a margin of safety.

Pages 3/4 3-93, 3-94, and 3-95 The addition of note 7 to incorporate the channel functional test for the intermediate range noble gas activity monitors parallels example (ii) noted in FR 14870 in that it constitutes an additional control not presently included in the technical specifications.
o Page 3/4 4-10 The deletion of paragraphs
- b. and d. surveillance requirements do not involve a significant safety hazard because a logic modification on WNP-2 has made the surveillance requirement not applicable.
This argument closely parallels example (iv) in FR 14870.
The exception for relief from the surveillance requirement was established in a prior review and the logic modification demon-strates acceptable operation of the LPCI injection system.
o Pages 3/4 6-22 and 6-31 The increase of the valve closure times from 5 seconds to 15 seconds, as stated in Reference 1 corresponding to this section, does not constitute a safety hazard since the results of the change are within the acceptable design criteria with respect to the system.
Example (vi) in FR 14870 is the basis for the argument on this technical specification change.
o Page 3/4 8-3 The note change does not involve a significant hazard since the change reduces a possible compromise to plant safety as noted in the second paragraph of the reference corresponding to this section.
o Page 3/4 8-18 Clarification has been made to this technical specification LCO. It is not considered to involve a significant hazard and is considered an administrative change as reflected in example (i) of FR 14870.

Page 6-7 The Nuclear Safety Assurance Group (NSAG) qualifications are augmented to incorporate ANSI qualifications as described in the Reference 1 paragraph on this section.
This is considered an administrative change as described in example (i) of FR 14870 and does not constitute a significant hazard.
In accordance with 10 CFR 50.91, the State of Washington has been provided a
copy of Reference 1 and this significant hazards analysis.
