PDR Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, D.C.

Dear Mr. Denton:
Subject:
WNP-2 OPERATING LICENSE ISSUANCE As you are aware, the Operating License for WNP-2 was issued by'our office on December 20, 1983.
The timely issuance of the Operating License allowed us to commence with fuel loading on December 25, 1983.
Fuel Loading is now complete and the test program continues.
The purpose of this letter is to express our appreciation for the efforts of your staff in the timely execution of their responsibilities such that issuance of the License did not become the critical item for fuel load.
We particularly call to your attention the work of Mr. Donald R.
Hoffman, who was responsible for the preparation of the WNP-2 Technical Specifications, and Dr. Rajender Auluck, the Project Licensing Manager.
Previous experience of our plant technical staff indicated that technical specifications have often seemed somewhat arbitrary and did not reflect an adequate understanding of the plant design.
Due largely to the efforts of Mr. Hoffman, the WNP-2 Technical Specifications accurately reflect regulatory requirements and the WNP-2 plant design.
This professional quality was achieved as a
result of Mr. Hoffman's dedication to the task, often requiring long work days and week-end work.
As the Project Licensing Manager, Dr. Auluck had the overall responsibility to coordinate the WNP-2 Operating License review.
This task also was handled in a most professional manner and required effort over and above a normal 40 hour4.62963e-4 days
0.0111 hours
6.613757e-5 weeks
1.522e-5 months
work week to bring everything together in a timely manner.
P Mr. Harold R. Denton Page Two Fe uary 7, 1984 G02-84-64 We appreciate the professional dedication of these individuals and look forward to working with them during the operation of WNP-2.
Very truly yours, G.
