HNP-2 Emergency Preparedness Plan, Revision 3, April 1983 The subject operating license (Ref.
1} identities several license conditions relative to the Emergency Preparedness Program that must be complete prior to exceeding five (5} percent of rated thermal power.
The status of these items and schedule for completion is as follows:

'SER; SSER'84 The licensee shall correct the design deficiencies for the control room and complete the other related emergency response capabilities as required by Attachment 2 to the license.

Emer enc Res onse Facilities WNP-2 Status The licensee shall have fully functional emergency response facilities (Technical Support Center, Operational Support Center, and Emergency Operations Facility) prior to exceeding five (5) percent of rated power.
All emergency centers are operational with the exception that some essential data inputs to the Transient Data Acquisition System (TDAS) have not yet been calibrated and accepted.
The Emergency Dose Projection System, likewise, is not fully functional in the automatic mode but does work in the manual and predictive mode so that critical calculations can be made.
The operation of the TDAS and Graphics Display System (GDS) is essential to meet the license condition -in Attachment 2, Section 2, Item A7.15.
When this requirement is satisfied, the emergency. centers can be regarded as complete with all essential equipment and data acquisition capabilities available.
This is scheduled to be complete by Narch 15, 1984.

Prior to exceeding five.(5).percent of rated thermal
- power, functionally specific training in emergency response duties must be provided to the, remaining members of the emergency organization staff who were not included.in previous emergency preparedness training specified in the minimum staffing requirements of Table B-1 of NUREG-0654 (including on-shift and 30 and 60 minute augmentation capability).
WNP-2'Status The Supply System will have completed the functional training by February 15, 1984, for all personnel. necessary to staff Table B-1 of NUREG-0654 in addition to personnel that staff key emergency program positions that are not included in Table B-1. 'xception to Table B-1 wa's noted by the staff in Reference 2,
Page D-3, which states that due to the remote location of the plant, the 30 minute augmentation capability was not realistic.
Reference 3 provided methodology used in determining the WNP-2 position which satisfies the goal-of the time response of Table"B-1.
The WNP-2 posi tion is identified in Chapter 4.3 of the Emergency Preparedness Plan (Pages EP 4-2 and 4-18 of Reference
- 4) stating that sufficient staff to support the plant can be operational within one hour of notification.

Prior to exceeding five (5) percent of rated thermal power, the licensee shall certify to the NRC that:
(1) The distribution of tone alert radios, which are part of the alert and notification system, has been completed to residents within the plume exposure pathway Emergency Planning Zone (EPZ).
(2) The distribution of public information brochures has been completed to the population within the plume exposure pathway EPZ.
WNP-2 Status The distribution of the tone alert radios and the public information brochures is essentially complete.
(All of the 678 homes have been contacted; we have been unable to place radios and brochures in 23 homes--19 not at home, and 4
declined on political or religious grounds.
At these 19, messages have been left asking the people to contact the county staff for delivery of the materials.)
Although Nr. Dick Donovan, our working contact at FEMA Region X, has indicated that our efforts have, been sufficiently diligent and that we are now in compliance, we willofcourse, continue our efforts to ensure that as many homes as possible have the radios and brochures.
